Operational Framework: The Climate Resilient Rice Commercialization Sector Development Program (Rice-SDP) in Cambodia (ADB TA 44321-013 CAM) 2014-20, commenced in November, 2014. An operational network has been established comprising a Program Management Office (PMO) in the Ministry of Economy and Finance (MEF) which is responsible for overall management and coordination of the Program. Implementation is effected through National Implementation Offices (NIO) in the Ministry of Agriculture, Forestry and Fisheries (MAFF), the Ministry of Water Resources and Meteorology (MOWRAM) and the Ministry of Land Management, Urban Planning and Construction (MLMUPC). Sub-project implementation in the target Provinces of Battambang, Kampong Thom and Prey Veng is conducted through Provincial Implementation Offices (PIO). 2. Mobilization of Consultants: The Program is supported by a team of Program Implementation Consultants (PIC) comprising 12 international and 16 national specialists of whom 8 and 11 have been mobilized, respectively. 3. Policy Development: Policy documents are being accessed and examined relating to Compliance and release of Tranche 2 ADB funding by Q1 2016. Issues on Policy and the Seed Industry require clarification on the mechanisms by which foundation seed is multiplied through to certified commercial seed available to farmers. General agreement has been reached on a Seed Policy but further work is required to bring this to formal approval. Although the Seed Law was passed in 2008, more work is required to implement a comprehensive regulatory framework on a Seed Certification Scheme. 4. Sub-project Implementation: During a PPTA in 2012, 30 sub-projects were identified and prioritized for development in Battambang (9), Kampong Thom (10) and Prey Veng (11). PPTA feasibility studies were conducted on three Representative Sub-projects: irrigation rehabilitation for rice seed production (Battambang); irrigation rehabilitation (Kampong Thom); and construction of a paddy drying and storage facility (Prey Veng).
